Adopt-A

Adopt-A-City Street Program

The Adopt-A-City Street provides volunteer public involvement in controlling litter along Hot Spring’s streets. Businesses,families, civic groups and individuals are invited to adopt a section of one of our city streets to help control litter and receive recognition in the form of a sign erected by the city for their participation in the program. Media coverage will be encouraged to help promote the program and recognize the adoptee.

Program Guidelines: The following guidelines apply to any adoptee in the program
 

• The section of city street to be adopted will generally be from two to four blocks in length, but can be of any length subject to Commission approval. Eligible sections of street may be chosen by the adoptee, in cooperation with the Commission, with special consideration to safety.

• Litter pick-up should be done at least twice a year (preferably four). The recommended adoption period shall be a minimum of one year, renewable at the request of the adoptee.

• The program is not intended as a means of providing a public forum for groups, businesses, or individuals to use in promoting name recognition or political causes. The Commission therefore reserves the right to deny adoption to any prospective adoptee. The Adopt-A-City Street Program is offered to all eligible persons regardless of race, color, national origin, religion, gender, disability, or sexual preference.

• No person under the age of eleven will be permitted to pick up litter within the City right of way. All persons between the ages of eleven and eighteen must be accompanied by at least one adult for every five persons under the age of eighteen.

• The Hot springs/Garland City Beautification Commission will normally supply Safety vests, disposable gloves, litterbags, and grabbers for volunteer use with this program. These items may be picked up from the Commission office at: 500 Mid-America Blvd., Hot Springs, AR 71913.

The adoptee must make prior arrangements with the Hot Springs Sanitation Dept. to pick up the bagged trash by calling Samantha Tiernan, Office Manager at 501-321-6911. The trash must be left in a safe and convenient area for collection by truck. After each pick-up, the adoptee must file a report within two weeks at www.hsgcbc.com giving the number of participants, approximate number of hours taken and the number of bags filled.

Participants are strongly encouraged to schedule at least one pick-up to coincide with the
“Great American Clean up” in spring and/or
“Trash Bash” and the Great Arkansas Clean up in October.

ADOPT-A-CITY STREET VOLUNTEER AGREEMENT
The Adopt-A-City Street Program is a partnership between the City of Hot Springs and The Hot Springs Garland County Beautification Commission and citizens of the City to care for City Streets and participate in making the City a better place to live. The Commission, the City and the individuals or groups adopting the street(s) make a commitment to each other to perform certain activities for keeping the areas clean and safe.

The Adopter/Adopter Group agrees to the following terms:  

• In Consideration of the City of Hot Springs, Arkansas and the Hot Springs/Garland County Beautification Commission's efforts in organizing and conducting the "Adopt-A-City Street" program, and allowing me to participate in said program, I hereby covenant and agree not to sue any and all employees, representatives, and/or agents of either entity and do hereby release and forever discharge the same of and from all claims, rights, and causes of actions of whatsoever kind unknown, foreseen and unforeseen, bodily and personal injury, damage to property, and the consequences thereof from any participation in the "Adopt-A-City Street" program. Furthermore, I certify that I am medically able to participate in this program and assume full and all responsibility.
• Remove litter along a designated section of City Streets(s) at least twice and preferably four times a year for a minimum of two years on the City Street(s) designated below.
• Designate a contact person/group leader. This person will be responsible for the following duties:
• Assure that all participants are responsible individuals and that participating minors under the age of 18 are provided with adult supervision as stated in the policy.
• Discuss safety precautions with project participants, request that participants sign in for each cleanup.
• Assure that all borrowed equipment and unused supplies are returned to the Adopt-A-City Street Program following the completion of the volunteer period.
• Discuss all projects with the Adopt-A-City Street Coordinator before the project is undertaken, unless other arrangements have been made.
• Avoid contact with items that have the potential to be hazardous or cause injury, such as heavy objects or items like syringes, needles, used condoms, animal carcasses, etc.

The City of Hot Springs/ HSGCBC. agrees to the following terms:

• Furnish operation supplies – e.g. litter bags, disposable gloves, also safety vest and grabbers for loan.
• Make arrangements for free removal and disposal of collected litter from the project site area provided prior contact has been made in compliance with the policy document
• Furnish and install Adopt-A-City Street sign(s) with the Adopter’s name on each sign, at some time after the Adopter has completed the first project See below for wording).
• Coordinate publicity or funding arrangements with the Adopter, when possible, for special projects or beautification efforts.

All the Adopt-A- Program Partners wish to encourage our valued volunteers
to take safety precautions when collecting litter.

Please adhere to the following guidelines:

1. Do not pick up any dangerous or unsafe litter!

• Dangerous or unsafe litter includes, but is not limited to: broken glass, razor blades, syringes, hazardous household products, dead animals, condoms, all unlabeled jugs, bottles and drums.

2.  How should litter be picked up?

• Never reach blindly to pick -up an item.
• Use a tool such as a grabber tool or hand-rake to “identify” an item before grabbing or cleaning it.
• If an item is unidentifiable, dangerous, and possibly caustic or volatile, call the Illegal Dumping Hotline.

3.  What are the other things to be aware of when working?  

• Be especially careful when working between cars and cleaning-up in gutter areas.
• If you cannot reach it with a grabber from the curb, leave it. Eventually, it will get to the curb. Never go into the street or street to pick up trash!
• Always wear a safety vest so you are visible to drivers.
• If you encounter a dangerous situation such as harassment from others, leave the area and dial 9-1-1 for assistance.

4.  Keep your eyes and ears open!  

• Be aware of your surroundings and location at all times, keeping a lookout for things you might tripover or holes you stumble into.
• Beware of snakes in the longer grass and spiders inside trash.
• Always watch for children carefully.
